From Scattered Signals to Global Foresight Leadership

By operationalising a systematic, five-stage foresight framework in partnership with Futures Platform, the Dubai Municipality achieved a 390% increase in weak signal detection and achieved a 98% Future Readiness Index score, setting a new global benchmark for urban governance.

Dubai Municipality set out to close a structural gap: signals of change were being identified, but they were often trapped in silos and disconnected from strategic decision-making. While the municipality possessed deep domain expertise, its foresight efforts were fragmented.

The challenge was clear: How to move from scattered scanning to a systematic, organisation-wide capability that connects emerging change directly to urban planning and execution.

By operationalising a systematic, five-stage foresight framework in partnership with Futures Platform, Dubai Municipality successfully implemented a systematic approach to strategic foresight, linking future insights directly to strategic planning and decision-making.

The results were impressive:

  • Annual detection of high-quality weak signals jumped from 55 to 270 — a 390% increase.

  • The Municipality achieved a 98% score on the Future Readiness Index, one of the highest among Dubai government entities.

  • Dubai Municipality became the first municipality worldwide to receive the Level 3 International Foresight Accreditation from the Global Innovation Management Institute (GIMI).

  • Foresight became a direct pipeline to innovation. A flagship example is the Smart Municipality Eye initiative. What began as signals around autonomous surveillance evolved into a full-scale operation covering 52 million square metres of green space using AI-drones.
